Vision
As governments pledge billions of dollars in humanitarian and development aid for rebuilding Gaza, the existing safeguards are insufficient to prevent diversion of funds by Hamas and other terror affiliated groups. NGO Monitor will engage with decision-makers in Europe to drive policy changes that prevent funding to organizations that refuse to recognize Israel’s right to exist, radicalize Palestinian society, and fuel global antisemitism and hate.
Activity
NGO Monitor will engage with decision-makers from seven key donor governments in Europe to highlight deficiencies in the current funding processes and propose concrete improvements to existing policies. This will be done in partnership with local pro-Israel communities to maximize the impact by leveraging their expertise and networks.
A key tool will be a comprehensive Policy Paper, adapted to each country’s unique legislative and governing system, to be presented to elected officials, high-level government policymakers, and on-site media with country-specific recommendations to prevent the flow to terror-affiliated NGOs and other groups that incite to violence and seek to delegitimize Israel. This will be accompanied by reports prepared by our research experts featuring open-source evidence of the significant aid funds diverted to radical anti-Israel groups.
The “Day After” project is central to NGO Monitor’s agenda for 2025 and will drive collaborative processes leading to policy changes involving the conditioning of aid, improved vetting, and preventing the abuse of NGO funding for antisemitism and terror.
